The redevelopment of Fortuna Villa is one step closer, with a State Government panel ruled in the developer's favour about a rezoning selection.
A nearby resident had forced the rezoning of the proposed development to the panel, after objecting to Greater Bendigo council.
The panel's hearing will now go back to council for ratification, expected on may 28.
Fortuna owner Paul banks was full of praise for the decision, and a little peeved he had to go through the process.
“I now wish l had requested a review via (Planning Minister) Matthew Guy’s office, because five minutes into the hearing it was clear that it was waste of money and time,” he said.
“It was another one hundred thousand dollars that could have been allocated to the restoration. Instead, it was directed into bureaucratic payments."
Mr Banks said that the support he has received from the people of Bendigo, council, Heritage Victoria and the State Government has been overwhelming, and gives him the reason and encouragement to press on.
“Council has made this journey to date as easy as possible," he said.
"The Planning Department and councillors are very supportive, hence I don’t see a problem getting approval.
"As for the Minister’s office, l believe his pen is poised in positive way. So the end is near. Then it will a matter of applying for permits."
